The private parking single code of practice comes into effect from October 1st 2024

The new IPC single Code of Practice, effective from June 27, 2024, aims to standardise the management, control, and enforcement of vehicles on private land.

This initiative, jointly created by the British Parking Association (BPA) and the International Parking Community (IPC), is based on the Government’s Private Parking Code of Practice initially published in February 2022

Key highlights of the Code include:

  1. Scope and Applicability:
    The Code applies to all parking operators who are members of the BPA and IPC, covering both public and restricted areas of controlled land
  2. Signage and Surface Markings:
    Clear and consistent signage and surface markings are mandated to ensure visibility and legibility for drivers
  3. Accessible Parking:
    Operators must make reasonable adaptations to accommodate disabled people, including designated Blue Badge bays and extended grace periods
  4. Consideration and Grace Periods:
    A minimum consideration period is required for drivers to decide whether to park, followed by a grace period during which no parking charges can be issued
  5. Parking Charges and Appeals:
    The Code outlines the process for issuing parking charges, including a cap on charges and a structured appeals process to ensure fairness
  6. Professional Standards and Training:
    Parking operators must ensure their staff are adequately trained and adhere to professional standards
  7. Monitoring and Compliance:
    The Code includes provisions for auditing and monitoring compliance by the ATAs, with sanctions for non-conformance

This new Code of Practice represents a significant step towards improving consistency and fairness in the private parking sector, benefiting both motorists and parking operators alike.
