Fake Fines, Real Threats: Why Scam PCNs Are Everyone’s Problem

You return to your car after a shopping trip or day out and spot a yellow slip under your wiper, a Parking Charge Notice (PCN). At a frequency greater than ever before, that PCN isn’t from a legitimate authority. It’s a scam.

Across the UK, fraudulent PCNs are on the rise, and they are worryingly convincing. Using cloned logos, real registration plates, and the names of actual car parks, these fake notices direct drivers to phoney websites or QR codes in order to steal payment details and personal data in the process.

The impact of this is significant, UK Finance reported a 24% rise in payment card fraud in 2023, and the International Parking Community and the British Parking Association have flagged parking scams as a growing concern. From Southampton to Islington, councils have issued urgent warnings. These scams don’t just target individuals, they undermine trust in the whole parking management system.

What Ocean Parking & Anchor Group Services are doing to combat this.

At Anchor, we manage parking for some of the UK’s busiest destinations where we have responded to this threat by investing in both prevention and protection:

  • Secure QR/NFC technology to prevent cloning
  • On-site staff training to identify fraudulent attempts
  • Customer signage clarifying safe payment methods
  • Incident reporting systems for ‘real-time’ alerts

We are also working closely with retail partners and trade associations to strengthen response strategies sector-wide.

A Call for Collaboration

The risk of fake PCNs goes beyond individual loss, it threatens public trust and brand safety. As providers, we must lead with clarity, visibility, and vigilance.

Our approach is rooted in partnership with clients, local authorities, and the public. Because secure, seamless parking shouldn’t be a luxury.
